Design vs Functional Scalability

Comparing these two, what do you see between them?
When you focus on design, you can easily fall into mal-functioning of scalability.
But if you try to focus on functionality and scalability, then design has to be compromised.
So, what’s the basis here for a web designer?
Design and scalability are not compatible each other,
so the key is to prioritize all contents and design based on it, considering scalability.
